Introduction to Module 2 

Welcome to Module 2: OPTEL Context and Overview.  

The first step in OPTEL implementation is understanding its purpose, intended uses, and components. The materials in this module provide this foundational information. 

This module has two topics: 

• 2.1: The Power and the Promise of the OPTEL. Summarizes the “why” behind the OPTEL, including an overview of relevant federal and state policy. 

• 2.2: OPTEL Structure. Reviews the main components of the first three pages of the OPTEL.
